ive never heard of 'specs' on head porting, as you are removing material from a casting and no two castings are alike. thus why blocks are sonigramed when boring in the .060 range.
If you need to ask-find the more reputable machinists in your area, make a list, close your eyes and pick one.
I would recommend a minute raise in the roof with bowl work, oversized valves and a good three angle job. match this with boports 1.9 cam and then you will be happy. a bigger cam would be great but you probably need a machinist to set the head up which is more costly. if you want to do it right, call esslinger and get them to send you a full roller turbo grind. its 900bucks. then, take your head to a machinist and have him do the work(another 4-700 dollars) get crower rods, weisco .020 dished pistons and a stud/strap kit from essy while you are spending bills.
get the crank turned, bore the block, get charlie from evergreen turbo to take your t3 and hybrid a t4 out of it to your build. get a good equal length header that runs 1/4 and 2/3 to each side of scroll. get a 44mm external wastegate. run a straight 3" exhaust system. get your intakes worked. get 87/88 tc intakes. gut the upper and port the lower. knife edging will work great for boost but causes a bit of lag during the transition of na to forced insuction.
port match the lower to upper and to head ports. get a nice fmic. get megasquirt. now, invest in a new trans/diff and beef the suspension some.
seriously-search function. there are easily 10 other threads you can find with it to build your car for you.
