Default Does this sound like IAC to you

My car never idles the same at a red light with the iac plugged in it varies between 750 to 1500rpms. Its not surging or dying on me just one time I stop at a light and idles normal and the next it might idle 1200-1500. I have checked for possible binding in cable none found. Also cleaned iac when had the intake off fixing vacume leaks. I can unplug it and it doesnt vary at lights and idles smooth all the time like normal.

Also on another note could someone tell me why my car runs like pooo until it reaches 180 degrees on the temp gauge. Its like you flip a switch once it reaches 180 on the performance side of things. Which this concern I dont think has anything to do with iac but please input would be nice and appreciated. Thanks in advance all replies are welcome.
