To do the bands you have to pull out the tranny, so it's not something you can do while changing the filter. You also have to have some experience with Automatic tranny's as well, they're quite the pain in the *** it get in sometimes, sometimes even out. Highly doubt that's the problem anyway. Besides, all the bands do is keep everything in line, and so nothing rubs on the tranny housing.
Does it come out of lock-up when you step on it? Or does it just not shift? Sounds to me like you need a re-build or another tranny.
Drop a 5-speed in 'er if you replace the trans, easy to do on Mustangs.
Also, what colour is the fluid, does it have any metal flakes in it, and does it smell burnt?

if its not red u got a tranny problem
could just be ur downshift cable. if u manually shift out of OD to D it should downshift and ur RPM's should climb pretty fast. my OD band is going out because when I shift from D to OD the car decelerates drasticaly and the car has no top-end power with the weak band.
