Default TIMING ISSUE IN MY 93'

I have a 93' that I'm tring to get the timing advanced. I know that you get the car up to temp, pull the spout plug, set the timing, shut the car off, insert the spout plug and go. My questionm is why when I check the timing after that and the timing is all over like reading between 22 - 30 degrees. Am I doing this right. I just put a set of new heads on it and I wasn;t sure if the distributor is off a couple of teeth. I have an E303 cam in it.

PLEASE HELP!!!!!
