sorry this is dumb, but what is the difference between regular h-pipe and an o/r h-pipe?

Welcome to the forum James. I'll add that O/R pipes are only legal for off-road (ie. racing) use. If, for example, you use an O/R pipe in California you can be in a world of hurt if you get caught. Lastly, O/R mid pipes are louder than those with cats.
