Sure...

There is supposed to be weather stripping that runs between the front of your top and the top of your windshield. You might have some but could be old and flat?

no i looked over all the weather stripping yesterday and it all looked good, no cracking, and it wasn't dried out. Its just when the j-hooks are hooked there is still alot of play probably another half inch the top can come down, thus allowing water and stuff to come in when i'm driving and it clanks if i go over holes in the road.

Then it would have to be your latches. The device the jhooks screw into. I have never taken one apart but maybe yours needs to be adjusted?
