Light Issues

Light Issues
So here's the deal...
1. Head and tail lights don't work when I have the lights on, don't know about brake lights yet.
2. My turn signals don't work, I can't even hear the click of the turn signal when I have them on.
3. Hazards *do* work, click and lights both
4. All fuses are good
5. The lights that do work are very weak, barely visible in daylight. Going to test the lights again tonight when it's dark.
It's interesting to note that several spots had fuses with too high of a rating, like a 25 in a spot that called for a 5, or a 15 in a 10... could that have possibly caused some permanent damage? I'm not too keen on car electrical systems yet... The more I look at this car, the more I realize it's like I adopted a pet whose previous owners were amazingly neglectful...
My question is, anyone know where to start looking at these issues? Would I be better off just finding a Ford dealership or some other shop that can fix this for me? If I obtain a Chilton manual, think I could troubleshoot and possibly fix this myself? Assuming I'm fairly good with electronics as long as I have a guide to help me out...
EDIT: It's an 87 GT.
