I used to like Wheel Magic wheel cleaner, comes in a green bottle... although now I just use SimpleGreen... either way I go to the car wash and let the wheels cool down a bit (i.e. - don't go road racing before trying to clean them!) and then spray them down good with whatever I was going to clean them with. Next; pressure wash them, making sure you get up close to the wheel with the nozzle and get down deep into the crevices... now, take a old rag and whipe the entire wheel down good and get it good and dry, then apply a coat of wax to your wheels, and whipe it off, just like your car paint.
The wax will keep the brake dust from embeding the next time so that hopefully you'll be able to just spray it off with the pressure washer.... done.

a 1" paintbrush that i shortened the bristles down. I cut the bristles untill they were about 1" long.
