What size Exhaust??

What size Exhaust??
How do you measure the diameter of your exhaust. Do you measure the outside diameter? If so OEm is 2 1/4 right? Can a OEM h-pipe (2 1/4) mount up to 2 1/2 cat back exhaust? Will the flanges match up without leaks or do you need to have 2 1/4 cat back?
Here is the problem, I need to pass emissions so I got what I believe to be a OEM 2 1/4 h-pipe. But I have flowmaster 2 1/2 cat back with shorty headers. will this match up?
