Fast Idle - COLD

On an 89 5.0 what controls the cold fast idle? I am getting mixed opinions here. My car does not fast idle when cold, as it should and I need to correct the problem. Midwest is getting cold!!

It could be that your IAC isn't working anymore. You may try cleaning or replacing it.

Sorry, your IAC is your idle air control/bypass valve.

Already removed it and cleaned it. he valve moves freely, dont know if it actually is working or not. Trying to find out if that is actually what would cause the problem.
