Do you really want to take that chance though? If they catch you, jail time wouldn't be completely out of the question. Read up on the law and see if you can find a loop hole. Personally, I would put some cats on the car and show the judge as soon as you found out that it wasn't legal you got it fixed. Sometimes it is a good idea to just play stupid.

I would deffinitly talk to a lawyer, you could probably get a free consultation to see if they could help and get the ticket reduced but you will have to get some cats installed to pass a visual most likely. Look in the yellow pages. After the fines and laywer fee's im sure it would be less than your current fine.

The fine isn't predetermined here because it is a misdemeanor and not a civil infraction. It's Altering a Motor Vehicle after Inspection. That's when you swap out the catted pipe for inspection only. But even if found guilty of that, the fine isn't going to be anywhere near as high as yours was.
