Is the stock block painted?

Today when I put my underdrive pulley's on I noticed that my block is not painted and my head's looked orange? Arn't the heads and the block painted black from the factory? I wanted to know also how much I could advance my timing and still run regular?

Does anyone know if the stock heads and block are painted?

I think the motors were either painted black or orange from the factory. I don't know if they painted the heads or not. Could the heads just be orange because they have surface rust?
