In my opinion the TwEECer RT is the best. For the price you can't get the datalogging ability anywhere else.
Others will say that it is a pain to learn how to use the tweecer, and there is some truth to it.

The other most common option for the EEC-IV seems to be the PMS.

If you are the kind of person who would enjoy doing several hours of research to learn how to properly use the tweecer, then the RT is a good solution.
If you just want to make the adjustments that need to be made, and hit the road, then the PMS would probably be better. There will still be a learning curve with the PMS, but it isn't as steep as the tweecer.
