Default Idle Problem

I just bought my 1994gt off of some idiot army guy, so i dont know much about ford...I have a trand am also so i need some help.I had no choice right now so i took the smog pump and a/c off and ran a shorter belt. Now my idle is moving back and forth from about 8000 to 1000, but i can tell when i go to shift my idle goes up a little. Anyone have any ideas? Is it a vacum line or what?

800-1000 my fault but ok thats cool but i cannot figure out why the hell the idle just is so ****ty on the car?
