Body help need rot found!

Body help need rot found!
OK now i live in florida theres no rust on the car that i found untill i pulled the motor an its startin an in some spots has rot in the shock tower now how can i personaly fix this can i just grind it out an weld new sheet metal in or do i need a body shop to use real thick metal to use for support?
