its to adjust the caster or camber on your front tire if you lower it to far, I lowered my car about an inch and i didnt need them, just took the car to an alignemnt shop to have it aligned after i lowered

You can use them to tune your suspension the way you like it. For example, by giving your car more negative camber, it can help you corner better when your cornering real hard. Cause when your cornering real hard like you would if you auto-x, your tires will want to roll under so that you are wearing off the outside edges of your tires. If give your wheels more negative camber, when you corner, this rolling under will correct your tires contact patch with the pavement. Increasing caster can also essentially create negative camber when you turn your wheels.

You can also adjust caster to adjust steering feel. When you have positive caster, the wheels are angled forward (like how a chopper is). So when you turn the wheels, you are causing your tires to go on edge. This is slightly lifting the car, so this is why when you are moving and your wheels are turned and you let go of the steering wheel, the car will straighten itself out. It is because it is lifted up slightly, and in order to lower itelf it has to straighten itself out.

caster/camber plates allow the full alignment of your front end to be done by an alignment shop. bone stock, the only thing they can adjust during an alignment is the toe in, which is only one of the three major parts of a front end alignment. with them, they can set all three to the optimum settings for best handling and tire wear. plus, like they already said, if you do make suspension mods, they allow you to reset the alignment of the front end suspension compenents for proper steering, handling, and tire wear.
