Default Squeaking from rear while driving

When driving i can hear a squeaking noise coming from the rear that pulses. I'm thinking it's a stuck parking brake cable because it hasn't really been working, and i have the wheel off and the cable seems pretty tight. How do i relieve the tension on the cable, or is it something else?

Oh yeah, the squeaking goes away when you apply the brakes.

Even if it goes away when you hit the brakes?

Thanks for the help. I hear it mainly when coasting with the clutch in, because of engine noise when accelerating. Then it goes away when i press the brake pedal. That's why i had the idea of a messed up parking brake. I had it all torn apart earlier today, did some pounding and spraying with brake cleaner, and put it back together. Took it for a drive a little while ago, and the squeaking isn't as loud. Maybe i should do a little more pounding [&:]
