Is power steering fluid supposed to sit inside the boot that covers the inner tie rod?

if you stick a flat head in the boot and its covered in fluid your rack is shot time for a new one. time to get a manual rack

No, that boot is simply a dust cover. If there is fluid in there, then the seal is going bad on the rack. They are replaceable.
