Default Throttle issues

Heres the deal, when i drive (no matter how hard) when i let my foot off the gas, the RPMS either go up about 3 hundred, then come down, or stay where they were for about a second and a half, and then come down,

at first i thought it was my foot not coming off fast enough corresponding to the clutch, but after a few tests, it does it every time, (i.e. ill let off the gas in gear and it will stay for the afformentioned period of time, and then drop) its not horrible, but it makes shifting rough and is all around annoying, any ideas?
