Rust how to fix?
call 5.0 resto.com and see if they have a patch pannel. you'll need to cut the inside out to. and after that grinde about 3 inches around the spot so you can tach weld the new panel in place. or cut a good one out of a used car. they make a flange tool thet fits in a air hammer that'll make/roll a lip on the edge so all you have to do is set the panel in place and tach weld with a mig welder. I cut the whole back off a 68 cougar and welded a new one on for a customer of mine and it worked great!! I love this kind of work if I were close I 'd love to help.
Make a new piece out of sheetmetal and weld it on.
It looks like you will also need to make an inner piece as well. Thats going to be harder to do because of the location. You might need to remove the gas tank to weld the inner piece in.
My car rotted out in the same spot but only the outer layer of metal was affected.

P.S you'll need to remove the rear bumper cover also to work with this and if your welding maybe a good Idea to take the gas tank out too becauseyou'll be right beside it and left tail pipe to easier work with the area

Yeah 89 I saw that stuff on the show TRUCKS they patched a panel on a project called s-10k looked like IT WORKED WELL TO AND THEY EVEN USED A ROLL ON PRIMMER!! damn caps button again!!!

After you're done with welding or whatever option you choose make sure you slap alot of POR-15 on it and pretty much any other exposed metal you can find, that stuff works miracles. Also you can ask the classic forum guys for help too, they have tons of rust experience.
