Default Help ASAP "quick Pulley question"

Should this pulley marked in the picture below rotate? Mine doesn’t!!
And if it doesn’t rotate how can I fix the problem and make it rotate again?

Any input will be appreciated because my belt got ripped off on the road and I parked it on the side and the temp reached a little above the half, and I came home to pick up my tools and go back to the car with another belt.

Yeah, it should rotate, if not, replace it.

Nope. Not really. You could find one at a salvage yard or so. Or order a new one online. I think Pro 5.0, that makes shifter, makes nice belt tensioners?
Not sure. Good luck though
