Well I had typed a very nice description and procedure, when I hit the Ok button, I had already been automatically logged out. I will type it again in a few minutes.

It will turn some all the time when the car is running. It just will turn slow when the air temp at the fan is cool.
The purpose of the fan clutch is to slip when the fan air flow is not needed and turn the fan to create air flow when needed. Normally when running down the highway the air flow is enough the fan is not needed.
The clutch can fail in 2 ways, 1) bound up will not slip, this is bad because it robs your HP 2) slips to much and engine runs hot when idling for a long time.
To check for bound up failure, check first thing in the morning before starting car, use your hand to rotate fan, it should turn easy. If it will not turn at all, replace.
To check for to much slippage, drive the car until it is at normal temp, stop and let it idle for 10 minutes, engine temp should stay the same, you might hear the fan get louder as it blows more air. If the engine does not run higher than normal temp, fan clutch is okay.
