I know a Throttle Position sensor is supposed to be set at .98 volts or somewhere close to that. I hooked up a volt meter to mine and it only reads .21 volts, I loosened the screws and moved it around and the voltage never changed. Should I replace it. I am sure some of you guys seen my long *** post "Car runs like crap". Could this be causing my major drivability problems? Thanks guys

You checked it with the key turned to the run position right? You much check it without the engine running, but with the key turned to the run position for proper adjustment.

I am not even sure the car would run with it that low. But I could be completely wrong. I still need to check mine as well.

yes sit definitely could be contributing to your "runs like crap" problem.
if you were hooked up correctly and the voltage did not change as you moved the throttle, then the variable resistor in the TPS is burned out and you need to get a new one.
