it's not that much to get low 13's at all
if the car is running good (compression still good etc) you can do it w/ tires, and gears alone w/ the other basic stuff
my '89 notch that i had a few yeras ago went 13.20's on the motor
all it had were 4.10's, et streets, long tubes, smog delete, ac delete, manual options car, O/R h pipe, flowmaster catback , and southsides and thats about it really.
then it went 12.50's on a 75 dry kit

the cheepest way is gears 3.73. sticky tires and a 125 shot and nothing els and u will go mid 12's. i went 12.28 at 110 with that same setup in a convertable.
