depending on the temp it should idle up if it's cold enough outside...I'm not quite sure I Understand your problem??? does it not start or just when it does it idles up high briefly then drops?? correct??....try cleaning the IAC if so

when I first turn the key to start it the rpm's on the tach will jump up fast while the car is still off but trying to start than the rpms will drop and start
