Unable to read codes

91 Fox. GT. 5 Speed manual. CEL is on and I am unable to retrieve the codes. I tried the DIY KOEO test as stated in this http://myshifter.com/joel50/EECTEST.html But nothing. I then placed a Code Reader on it and all I keep getting from the scanner is "Car is not responding. Check cables and blah blah blah..."

What's the problem here?

You have a "No Codes" condition..... usually caused by a wiring snafu, or a fubar'ed ECM..... you may want to go over the procedure at www.fordfuelinjection.com Â» No Codes?
