Default fuel pressure issue

ok i think i know the answer but maybe you can confirm it for me

first start up of the day(stock fuel system except for BBK FPR) the FPR reads 5psi when i car to on the on position**fp does kick on and i can hear it** i try to crank it and no fire. i turn the key to off and back to on position and now the fpr reads 45psi, crank it over and she starts and the FPR bumps back down to 28-30ish and stays constant.

no sometimes i have to restart the FP a couple times before the FPR will even read any pressure.

fuel filter is new.

my guess is the fuel pump is maybe goin out. anything else i can do to help verify it is the FP and nothing else?

thats a very common problem with the BBK regulators... Its also the reason why I'm running a Kirban!
