Default Rust on shocktower

was getting ready to weld up a few holes today and while removing the wiring behind the fender I noticed alot of rust to the bottom of the shocktower on the passengers side of the car. I was thinking of hiting it with my snadblaster and getting rid of as much of the rust I can and than hiting it with primer and later on paint it when I go to paint my entire engine bay. The other thing is that K-member nut/bolt looks prety bad. I'd like to replace the K-member with a tubeular one but atm I dont have the cash to do that. Anyone have any sugestions on how I should go about it besides what I listed? Pic's below.

looks a lot nicer than mine. i have holes in my strut towers. i have some major metal replacement to do.
