I bent an axle and I'm looking for one that relatively cheap but the only 28 spline 4 lug i see on 50resto.com says "for drum brakes only" and I think maybe in a few years i might go with some disks. The moser axles (which are out of my price range) do not say for drum brakes only.

What's the difference? Are are the 4 lug axles (including stock) for drum brakes only?

The guy said that when you do the disk conversion to the rear, you end up having to swap out the stock axles so either do the conversion now or buy the axle, and when i need to do the conversion, swap out both that are in there.

Sadly because of my funds i will have to do the second approach.

I had some but sold them on eBay. Look in Summit, I know you can get good 4 lug axles.
