Default Yet another brake question...

Now that I've gotten everything replaced and installed (NAPA was the only place that could find me a spring to go with the new drum brake bar) I'm having a problem with the emergency brake. When the e-brake handle is pulled back all the way the brake just barely engages. So should I crank the adjuster outward? And is it true that the wheel should turn freely when assembled, thus if you can't turn it by hand the brakes are too tight?

The wheel should have a little resistance when you turn it. You probably are adjusted too tight.
