I would say check the IAC valve, more times then not that's what it is. I would also wiggle the vacuum lines see if there's a leak or if its pinched somewhere.
It's the IAC valve, had the same problem with my 95 (although a little worse than you guys), and that was it, had a shop change it so I can't tell you where it's at.
