Default LOSING POWER

My voltage meter I believe is bad being that I have a new battery and alternator
and I have power going to the alternator plugs when the ignition is turned on and
when I get on my car I see the voltage meter rise then fall at idle. You think I need to
fully recharge the battery? I have had the alternator tested and switched to another and
it does the same thing. The fusible link seems not to be broke but my car voltage is constaly low unless I am getting on it then when I stop it drops....The only think I did with this setup as far this goes is add some racing pulley's but it shouldn't throw my car off like that or should
it.....what should I do and does this seem to be a voltage regulator problem...

IF YOU PUT UNDERDRIVE PULLIES ON it'll do just that, slow the alt down and reduce it's charging capability

I took the battery to get it a full charge and it's doing fine voltage is not as high as it used too but it's not surging and cutting off...Problem solved...
