Default Bad charcoal canister??

So, I have seen many threads about what the charcoal canister does and to check for leaks in the tubing, etc. I get a really strong gas odor when I park it in the garage especially after hot in-town driving. It is much worse in the summer than the winter (100 degrees vs. 60 degrees). Someone even mentioned, "unless your charcoal is saturated." Can the charcoal go bad and need to be replaced? Or, should it clean off when the purge valve operates? Thanks in advance - I am looking forward to this forum being as awesome as the one for my motorcycle!!

It has been on there for 19 years, it probably has been bad for a while.
