spark plugs have oil on the threads

spark plugs 4 and 8 have oil on the threads. Valve covers arent leaking, car smokes on start up. Electrodes are clean as a whistle. Could it be the valve seals? Car is running a little rough aswell. HELP

do a compression test and leakdown test, that'll tell you internal integrity, could have bad seals or worn guides too.
