Code reader for OBD1

I have a OBD1 Innova code reader for my 93 Mustang.
First I test the KOEO. Code reader is connected, I can hear all the relays, fuel pump and solenoids. It also displays a O for KOEO test.
I get a code 67. It's something to do with the clutch neutral switch. Not sure what it's looking for but my car will not start unless the pedal is pressed.
Next test is the CM. Contiuous Memory. The display shows a C let me know it's testing the CM codes. No fault codes found.
Lastly the Engine Running test. The reader is connected and communicating because I can hear the engine changing tone when I first turn the reader on and press the test button.
Can not get the KOER test to do anything. Should be an R displayed but I have nothing. Not sure if it's because I have the code 67 still at fault.
The code reader instructions say to fix all fault codes from KOEO before continuing but how to fix a code 67?

My car is a 5 speed manual. The test is run in neutral.
Just to clarify my clutch saftey switch works as intented. Key to start with the pedal up, no start. Pedal down and it will start. This tells me my clutch switch is working.
Not sure what the computer is looking for.

The NSS circuit for the ECM in a manual transmission uses two switches set in a parallel circuit........ not to control starter activation, but to inform the ECM if it's in-neutral or in-gear. If the transmission is in neutral and code 67 shows up, the gear switch circuit is open or at fault. Check if by pressing the clutch pedal and holding it while a KOEO is run, code 67 does not show. The clutch pedal switch is a dual unit, one controls starter activation and the other "informs" the ECM.

The gear switch is located on the transmission.

If the above switch is not connected or faulty, code 67 will show when a KOEO is run with the transmission in neutral clutch pedal released.

We may be onto something here. I thought I read that was a 5th gear switch for the computer but when my transmission was out of the car a few years ago. I connected a mulitimeter to that switch on top of the transmission. None of the gears would make that switch close. It's probably been broken since then.
Can it be changed in the car?
