its not that its hard, its a skill that takes practice. If its to the point where the floor pans need to be replaced the car is probably already F'd its like putting in a rollcage, sure anyone could do it, but when it comes to the chassis of the car, you want someone that knows what the hell they are doing to do it so that it is done right and that it actually stiffens the car up and not just add a bunch of weight to it with bars.

Its not hard, just time comsuming. If you like to work with metal then you will not have any problems. I too am a welder and love doing the work if I have the time. Just be sure to do one side at a time and take your time. Done even worry about jacking up the car either unless you have 4 ramps to just raise all 4 corners up off the ground. Also look under the car for your fuel lines and brake likes. The pans in the link you have up there is pretty basic. Just put the pan in from the inside and mark the edges of it on the car. Then make a mark an inch inside of the outline of the pan and that will be where you cut. Then on the new pans go through and drill holes around the outside every 3 or so inches. Those holes will be what you fill with the weld so do not drill into the car's existing floor. After you have it all welded down be sure to seal the underside of it with some seam sealer and then paint it. Remember you also have to cut out the support that runs under the seats first. The hardest part about the whole deal really is drilling out all the spot welds running down the subframe.
