Default Headlights

Hello all,

I currently am a proud owner of a 1989 Mustang GT. The headlights on my car are foged up makeing the high beams dimmer than the normal setting (with highbeams off) should be. I have been told that the seal around the light cover is letting moisture in because of its old age, but I have not gotten a sure answer. So I was woundering if that actualy is the problem and how I could fix it without buying a new light cover. If I have to I will buy newcovers but I would rather save myself 200 dollars.
