Replacement crankshaft bolt (?)

Replacement crankshaft bolt (?)
I recently dropped a 5.0 HO from an 89 mustang off at my local machine shop so that they could build it up and get it ready to go into my 65 mustang. I got it back not long ago with plans to put into the car shortly thereafter. Unfortunately I'm having problems finding a 4 speed to bolt behind it, so I started going through the steps the shop gave me to preserve the engine only to find that I am missing the bolt that runs through the center of the harmonic balancer into the crank
So, my first question is, would they have left it out because I didn't have the pulley at the time they built it and the bolt also holds the pulley to the balancer, or did they just neglect to bolt it in? And now that I'm missing this bolt, where can I get a new one? I would assume some place like summit racing would have one, but I don't know the exact name of the bolt or any specifics about it. And finally, is there any way to turn the crank without this bolt? (I was told I needed to turn the crank 1/4 turn to make sure my piston rings don't bind inside the cylinders and cause problems once I do get the engine in and fire it up)
Any help would be greatly appreciated.

Grab hold of the balancer with your hands and turn the engine clockwise.
