ignition problem?

ignition problem?
guy i know has a 89 hatch with c4 tranny. was running great then he let it set over winter now he says it wont start.Nothing. He says its like there is no power to the coil etc when the key is turned. But when the power is turned key off then he got sparks and a jolt off the coil when trying to arch across the coil. Any ideas? bad ignition switch?
