IOW, measure voltage AT the starter motor terminal between it and a good ground, while cranking. Then measure voltage across the batery while cranking. If there is much more than a volt or two difference, voltage is being dropped across the cable feeding the starter.

Note that battery voltage ALWAYS drops during cranking, sometimes to 8 or 10 volts, depending.......imp

Do a battery ground check while cranking with the ignition disabled.Connect the red meter lead to the engine block ground & the black meter lead directly to the neg battery post (not the cable terminal).Turn
the key to start.The meter should read 0.1-0.3 volts max,while cranking.If not,the battery ground circuit needs to be repaired.

Do a voltage drop test.Touch the meter leads across the two points you're wanting to check.The meter should read 0.2 volts max. Example: red meter lead to the neg battery cable terminal & the black meter lead to the neg battery post.If the meter reads 0.4 volts, a voltage drop is present.
Loose connection or corrosion.

Do a cranking voltage test.Disable the ignition.Connect the red and black meter leads to the battery posts and crank the engine.The meter should read 9.6+ volts,during crank mode.If not,the battery needs to be recharged or replaced.

There's no voltage drop at the battery or the solenoid. The only thing left I can think of is the safety switch on the clutch pedal.
