If you're not under heavy acceleration it'll shift anyway. Like the stangguyssaid, try it without overdrive. Mine had a early shift problem at the strip. First would wind out then go to second and directly into third. That was just in drive, not overdrive. I just put a transgo shift kit in mine so i'll let you know how it turns out when i get it back on the street.

If your car has 2.73 gears, 65 at 1500rpm with overdrive is normal, mine has 2.73's with manual trans, it runs 75 at 2000rpm.

i got 410s with a non lock up converter i cruise at 70mph at 2700rpms.

i have the trans go installed and it helped alot with the shift points but i also installed all the race setup springs.[hardest shifts and most rpms.] probably why the rebuilt aod is now out the door and a new ART CARR is heading in its place.

for now you can adjust your TV cable but BECAREFUL TO MUCH AND YOULL SHORTEN THE LIFE SPAND OF THE TRANNY.but you can get a stock aod to chirp gears with it fully adjusted but if you want your car to last long dont take it to that point.

i was chirping third with 327s with it fully adjusted and no shiftkit. but i blew out the pan seal. too much pressure for a stock setup. fun while it lasted

Adjusting TV cables is not for a novice car enthusiast thats why the tranny pan blew on his.

The reason for the low rpms is you most likely because you have 2.73 rear gears either those or 3.08s.And because thats what an AOD is supposed to do.

You are lucky at 70 miles an hour with 3.73's and a C4 im turning almost 3,000 rpms.If you want it to shift firmer i wouldnt be playing with the TV cable get a trans go or TCI shift kit and stouter gears for the rear. And if you have no clue what youre doing let a pro do it.I never do much more than pull and adjust my trannies i'd rather have it warrantied
