Default what do you think will be the best choice?

alright, i have $350 and not sure what to blow it on. id like some skinnies for the front but on the other hand my ps pump is dying so i thought maybe a manual rack would be a good idea. getting an edge racing 3200 rpm converter whenever uncle sam decides to send me my tax return (also getting a locker and pms). the torque converter will not be installed by me.....lack of the right tools, time, no-how and patients.

The skinnies should be bought before the rack. It's quite a bit harder to turn full size tires with manual steering. Have you considered an older fox manual rack from the parts store? That would save a lot of money over a Flaming River rack.

doing it cheap from parts stores is just how it states cheap
you can do it but its not the same as doing the FR one

manual steering rack isnt that hard with normal tires i had to drive my car with a power rack with no power hahaha it was pretty easy and i had to drive for 5 miles i was suprised i didnt burn out my NEW pump. my belt broke and i lost everything im surprised i didnt over heat
