i will tell you why...his spring pressure is probably tighter on that valve....check spring pressures...you might just need to swap shims to get it right...
I don't think he has a spring pressure issue. Some times the valve will sit a little deeper in the seat than others, if you don't have adjustable rockers, you have to grind a little on the end of the valve stem.

i thought was when the rollers to stems make a weird wear pattern?

Most anytime the lift is more than .480 you really need an adjustable valve train IMHO.
He may or may not be having an issue with pushrod length also.....

All you need to do is buy a shim set for you rockers. You just put a shim under the pedestal and it will keep the valve from hanging open. Get your valve closed and take the lash out of your push rod. After that, snug down your rocker. If it takes more than one turn you need to add a shim. Keep adding untill you can tighten them with less than one full turn and more than 1/2 of a turn. I think the shims are .030 and .060 thick if you can make them yourself. Pretty basic. I went though the same thing
