blackout

So I have plenty of cash to buy the car now, I actually can pay 6 months of my insurance and pay my last speeding ticket.

This is the first time buying a car on my own and want to know the steps here. I can't buy the car really until I am able to visit the registration office and pay for my tax/tag/and title since I can't add a car to my insurance until I do and can't drive without a license plate right?

This isn't really working out for me time wise, I wish I could get it tomorrow.
