I can't stand Vacuum secondaries. Yeah a 650 would be fine and tuning a holley isn't that hard. all you "basically" need is a vacuum gauge. get a 4150 dp

yea i got a 4150 w manual secondaries and i have no complaints. and yes very easy to tune. vac gauge and test tach

Smaller car will give more torque at lower rpms and less torque at higher rpms. You pick the right sized carb and you get the best average torque(and thus the best average hp) across the entire rpm range
