Not necessarily the server. If it were the server, then everyone would get packet loss coming from this server. More than likely, it's one of the hops along the way. It may take a different route to get to yahoo than ot does to get here. Much like you'd take a different road to get to NYC than you would to get to Boston.

Run the trace route to here again a few more times and look for any signs of packet loss along the way. Since you're only losing 2% or so, you may ahve to run it a few times before you see where it's happening. Then you can see exactly what server is causing the problems along the way.

Unfortunately, it's not always as simple as either being on your end or on the server end. That's ebcause there are a LOT of stops in between your PC and the server. And if any one goes down, then you have a problem. It's like a hold in a garden hose, or a vacuum leak. You get one hole along the way and it can ruin the results at the other end.
