A HCI should not net you much lower gas milage since you are just kind of opening up the motor a bit and a CIA and exhaust shouldn't effect gas milage. But the biggest problem with the gas milage of these cars would be the driver not being able to stay off the loud pedal. Once you buy one you will become that driver and your gas milage will suffer lol. Nobody buys a fox for gas milage but there is no harm in trying to get the bast you can all you have to do is keep the RPM's low and drive nice....

mid to high 13's?? heck add exhaust, gears and k&n filter and some sticky tires and you should be able to reach your goal ...if it's a 5 speed car

look the car over inside and out. look for leaks, rust, broken parts. also make sure that it has not been wrecked. if you aren't mechanically inclined, take that car to a mechanic or someone who know a thing or two about fox body mustangs. that one looks kinda rough. it took me a while, but i found a one owner, adult driven1991 GTwith 75k on it for not too much more money than they want for that one. take your time and find a nice one. if not, offer them alot less money.
