3 m adhesive remover or you nails, as for reapplying them you can use adhesive glue(a lot of times this will eat paint if you decide to later remove the emblem) but the actual black stuff is normally 3m double sided tape you can find it at any parts house normally

Belive it or not I used silicone clear caulk to secure my emblems before car got repainted last year and it works.

silicone and paint dont mix, i try to shy away from stuff like that
