Does 9 MPG sound right?

my 331 gets about 11-13 mpg... and i ONLY drive it in the city, and have 3:73 gearing which = lots of shifting...

I get 12mpg with my carbed 306 with h/c/i, a c4 (3 speed if you don't know), and a lead foot.

i have not done anything to the car except oil change, and air filter.
Will getting a new fuel filter help? and one question i had was what kind of rachet set / extensions do u need to make changing the spark plugs easy to get at and replace with out removing anything if un can?

Well, if your fuel filter has NEVER been changed, and therefore very very very dirty, it may help, but I'd doubt that it would be so messed up as to drop your mpg to 9, especially since your car is stock... There's gotta be something else going on within your car to make the mileage so poor....
