If you want to build from scratch, say bye bye to most of that money for an engine. I don't know why you don't want to use your production block but with that little of hp that you are looking at, your stock block will handle all of that. If you don't want anymore than what you said above, you can always buy a new 5.0 block from Summit Racing, but it won't be any stronger than your block in the car now. If you plan on boosting or spraying the car in the future, you can always spring for the boss block and put a rotating assembly in it. That's probably close to $3K right there, another $1200-$1500 on some new aluminum heads. Need a camshaft and all that jive that goes along with it- new lifters, pushrods and roller rockers. That's gonna be around $800 bucks for all of that. You are gonna need to do a fuel system upgrade, I hear that's gonna be $1000. Not to mention all the nuts and bolts you will want to replace. You will destroy that budget on a new build.

I understand I can use the old block I just don't want to though, it is my preference to have everything new. Now what do you mean everything?
